6.5 Deliverables <br /> 1. Technical memorandum summarizing the water supply requirements and providing technical <br /> details of data, methods and results. <br /> 2. Chapter for CWP covering water supply requirements at a more summary level. <br /> Task 7 Conservation Program <br /> 7.1 Objective <br /> Prepare draft and final CWP chapter describing historical, current, and future water conservation <br /> programs. Assist the City match its state-required process of updating water-use efficiency goals <br /> with practical and economical options for conservation program implementation over the next 10 <br /> years. <br /> 7.2 HDR Services <br /> 1. Document the City's compliance with water-use efficiency requirements from WAC 296-290. <br /> 2. Document the City's implementation of the water conservation program for years 2013-2019, as <br /> described in the 2014 Addendum. <br /> 3. Meet with City staff twice to discuss the City's existing conservation goals and to determine the <br /> desired approach to updating them for the next ten years. The updated goals should reflect the <br /> requirements of WAC 246-290-800 and will ultimately need to be adopted by the City Council <br /> and EWUC. <br /> 4. Determine the conservation avoided cost for the Everett water system. This will follow the <br /> method developed for the previous CWP and Addendum to determine deferred capital costs, <br /> energy savings, wastewater savings (including pumping costs), and chemical costs for drinking- <br /> water treatment. Prepare a technical memorandum summarizing this analysis and its <br /> conclusions. <br /> 5. Evaluate up to 15 water-conservation measures commonly used by municipal water systems in <br /> the western U.S. Measures will be characterized in terms of water savings and costs, for both <br /> year-round and the summer-season. Results will include total savings, total costs, and costs per <br /> hundred cubic feet of water saved. The analysis will be split into savings and costs for: a) <br /> Everett retail and b) EWUC utilities (in aggregate, not individually). Prepare a technical <br /> memorandum presenting the results of the conservation measures analysis. Use results to <br /> inform the goal-setting process discussed above. <br /> 6. Assist the City in estimating and documenting distribution system leakage, consistent with WAC <br /> 246-290-820. <br /> 7. Assist the City with public involvement activities associated with the approval process for the <br /> new conservation plan.
