8. Prepare a chapter for the CWP summarizing the City's conservation compliance status, <br /> conservation goals, and conservation program for the next 10 years. <br /> 9. Provide a chart and table for inclusion in the CWP showing how the planned conservation <br /> program affects the 10-and 20-year forecast of water requirements for the City and its wholesale <br /> service area. <br /> 10. Review the City's existing Water Shortage Contingency Plan that provides for short-duration <br /> curtailment of customer discretionary uses of water in the event of emergency conditions or <br /> drought interruption of water supply. Meet with City staff once to identify and characterize <br /> updated procedures as needed. Prepare minor adjustments to the document and include in the <br /> CWP as an appendix. <br /> 7.3 City Responsibilities <br /> 1. Coordinate the updating of the current conservation plan, including serving as the primary <br /> interface with EWUC, the Everett City Council, and the public. <br /> 2. Provide source data per the data request associated with Task 2. <br /> 3. Assist HDR in identifying factors that should be included in the determination of the conservation <br /> avoided cost associated with Task 6.2.4. Provide cost data from City records needed to perform <br /> the avoided cost calculations. <br /> 4. Organize public meetings as needed to comply with WAC 246-290-830. <br /> 7.4 Assumptions <br /> 1. The City has a mature water conservation program and has been implementing it for over 15 <br /> years. City staff will provide substantial input on the direction of modifications to the <br /> conservation program. <br /> 2. The City and EWUC will be able to agree on updates to the program without extensive facilitation <br /> or mediation by HDR. <br /> 3. The conservation program will be regional in nature. HDR will not be required to break out <br /> program elements or expected outcomes for each individual utility that receives water from <br /> Everett. <br /> 4. The basic structure and at least 80% of the content of the Water Shortage Contingency Plan will <br /> not need to be changed. The update will involve minor adjustments to reflect current <br /> circumstances and expected response actions. <br /> 7.5 Deliverables <br /> 1. Avoided cost technical memorandum. <br /> 2. Conservation measures analysis technical memorandum. <br /> 3. Fact sheet for public distribution, summarizing the updated conservation goals and associated <br /> program. <br /> 4.
