<br /> Section 16: NOTICE TO MAKE CHANGES OR ALTERATIONS - DIS-
<br /> CONNECTION OR WIRING AND FIXTURES
<br /> If the inspector shall find any part of any electric wiring, apparatus or
<br /> fixtures in or about any building in the City of Everett, to have been installed
<br /> without a permit or not in accordance with the provisions of this chapter, or
<br /> to be dangerous to life and property, he shall notify, in writing, the owner or
<br /> occupant of such building, to alter, change, or replace such electric wiring, appar-
<br /> atus or fixtures, so that the same shall comply with the provisions of this
<br /> chapter, within a period of not less than ten (10) nor more than thirty (30) days
<br /> after such notice. If such owner or occupant fails to comply with such notice
<br /> and does not appeal from the decision of such inspector, as is hereinafter
<br /> provided, said inspector, shall have the right to disconnect such electric wiring,
<br /> apparatus, or fixtures, and place the seal upon such electric wiring, apparatus
<br /> or fixtures so disconnected. After such disconnected wiring, apparatus or
<br /> fixtures have been altered, changed or replaced, as required by this chapter
<br /> and such notice, the seal so placed upon the same shall be removed by the
<br /> inspector. It shall be unlawful for any person, firm or corporation to use
<br /> any current in, through, or by means of such disconnected wiring, apparatus or
<br /> fixtures, or to attach other wires for the supplyd current to such disconnected
<br /> wiring, apparatus or fixtures, or to remove, break or deface any seal so placed
<br /> by said inspector.
<br /> Section 17: RIGHT TO APPEAL FROM DECISION OF INSPECTOR
<br /> PROVIDED
<br /> Whenever the inspector makes a decision, as provided in this chapter,
<br /> and it seems unjust to the owner or occupant of any building, or other person
<br /> interested in such decision, such person shall have the right to apply to the
<br /> inspector for appointment of an arbitration committee, one of the committee
<br /> to be appointed by the inspector, one by the person making the application,
<br /> and the third member of the committee to be chosen by the other two members.
<br /> The decision of the Board shall be final in the matter appealed from. The
<br /> person making application for such arbitration shall, on filing his petition, pay
<br /> Ten ($10. 00) Dollars to the inspector, which shall be paid to the members of
<br /> the arbitration committee in full for their services. The application for
<br /> arbitration herein provided for shall be made within five days after notice of
<br /> the decision of the inspector from which the appeal is made, and if the two
<br /> members of the arbitration committee so appointed fail to agree upon a third
<br /> member, or if the arbitration committee fails to make a report of its decision,
<br /> in writing, to the inspector within ten (10) days after its appointment, the
<br /> decision of the inspector shall be final.
<br /> Section 18:
<br /> It shall be unlawful for any person in any way to cut, disturb,
<br /> alter or change any electri cal wiring, or to permit such electrical wiring
<br /> to be cut, disturbed, altered or changed, unless done in conformity with the
<br /> provisions of this chapter. No person shall place or permit to be placed any
<br /> pipe, unapproved thermal insulation, structure or material of any kind within one
<br /> inch of open wiring. Nor shall any person place or permit to be placed any steam,
<br /> hot water
