WHEREAS, the Everett Zoning Code provides for use of Development Agreements to help the City <br /> and the public ensure that proposed rezones can be linked to specific projects that are acceptable in <br /> function and appearance to the City Council and the public; and <br /> WHEREAS, the Planning Commission did make a recommendation to approve the request with <br /> conditions following the March 1, 2005 public hearing; and <br /> WHEREAS, City Council held a public hearing to consider the request at which time it took <br /> additional public testimony and heard presentations from staff and the applicant on March 23, <br /> 2005 after which the City Council passed Resolution 5602 in support the application; and <br /> WHEREAS, City Council held a public hearing on July 20, 2005 to take further testimony and <br /> make the final decision as reflected by this Ordinance. <br /> WHEREAS, CITY COUNCIL FINDS: <br /> 1. The purpose for the requested Comprehensive Plan land use map amendment is to allow <br /> construction of a multi family building with underground parking. The subject application is <br /> responsive to changed circumstances in and around the downtown core with its numerous <br /> major new projects adding to demand for market rate housing. Specifically the <br /> Comprehensive Plan supports an increase in housing in and around the downtown core. Land <br /> Use Policy 1.4.5. calls for a variety of housing types. This project provides market rate <br /> housing in an area where the City is trying to get more housing built and the project would <br /> provide needed choices for the housing market in and near the core area. Land Use Policy <br /> 1.1.1. calls for the City to assure a wide range of housing opportunities throughout the entire <br /> community. The subject action contributes to this policy. Housing Policy 1.5.2 says design <br /> standards for higher density housing types are needed to protect and enhance the character of <br /> existing neighborhoods which the proposed design of the subject building would accomplish. <br /> Under Housing Policy 1.7.1 the City encourages multiple family development and <br /> redevelopment in downtown, in mixed use residential commercial centers, along mixed use <br /> arterial corridors, and near major employment areas. <br /> 2. To achieve the indicated land use changes the City needs to amend the Comprehensive Plan <br /> Land Use map from Multiple Family(1.7) to Multiple Family(1.8), depicted in Exhibit B-1, <br /> and to rezone the area from R-4 (High Density) to R-5H (Core Residential), depicted in <br /> Exhibit B-2. <br /> 2 <br />
