WHEREAS CITY COUNCIL CONCLUDES: <br /> 1. The application provided in support of this action is consistent with the Comprehensive Plan <br /> because is adds to the variety of housing types near the City's downtown, ensures a <br /> compatible building design, it provides for under structure parking and it adds to the housing <br /> stock of the City's downtown area. <br /> 2. Use of a Development Agreement will ensure the project will be built as presented to the City <br /> Council. Council is using this tool so it can ensure that impacts to the surrounding residential <br /> area will be enhanced through use of good design selection for the structure. <br /> 3. The public health safety and welfare would be provided for by the proposal under existing <br /> development regulations of the City only if the amendment and rezone were supported by a <br /> Development Agreement that would ensure the development would appear as shown herein under <br /> Exhibits "C" and"D." <br /> 4. The amendment to the land use map and rezone promotes the best long term interests of the Everett <br /> community only if the proposal is supported through use of a Development Agreement. <br /> 5. The approval as requested does not constitute a grant of special privilege to the proponent because <br /> nearby property owners will have the option of using the Agreement, and nearby properties will <br /> benefit from such a project. <br /> 6. The change will not create pressure to change the land use designation of other properties in the <br /> vicinity without assurance that such change will benefit the surrounding area and City's downtown <br /> area in similar fashion. <br /> NOW, THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Approval. <br /> 1. That the Comprehensive Plan land use map for the area depicted in Exhibit B-1 and <br /> described under Exhibit"E"is herein amended from Multi Family—High Density(1.7) <br /> to Multi Family—Core Residential (1.8). <br /> 2. That the subject area depicted in Exhibit B-2 is herein rezoned from R-4 (Multiple Family <br /> High Density)to R-5 (Core Residential) subject to a Development Agreement attached <br /> hereto as Exhibit"F." <br /> 3. That the Planning Department is instructed to amend the Comprehensive Plan map and <br /> Zoning maps to reflect the noted amendment and rezone. <br /> 3 <br />
