4. Structural Engineering (KPFF) KPFF shall perform the structural engineering work. KPFF shall provide structural engineering for the TS&L and PSE design phases of the project. 4.1 — Basis of Design KPFF shall submit a written basis of design to summarize the design process and criteria. 4.2 — Bridge Design KPFF shall provide structural engineering for the TS&L and PSE designs of the pedestrian bridge. The design shall include the bridge superstructure and foundations from the abutment near Grand Avenue Park, over BNSF and SR529 and ending at an elevator/stairway support structure on the Port of Everett right-of-way. Components of the bridge design shall include the following items: • Foundation near Grand Avenue Park • Overcrossing structure for utilities 4.3 — Type, Size and Location Study The TS&L report shall describe the project, the proposed structure, and give reasons why the bridge type, size, and location were selected. Environmental Review, Permitting & Documentation • Agency coordination conducted • Conceptual utility relocations identified • Permits needed verified and submittal applications begun Pathway Geometry • Typical pathway section • Deviations identified and approved • Horizontal and vertical constraints defined Storm Water • Preliminary storm water management options identified • Conceptual drainage facilities identified Right-of-Way • Preliminary right-of-way needs identified • Preliminary right-of-way plan completed • Title reports ordered Structures • Preliminary bridge plan and elevation • Preliminary feasible construction method identified • Foundation layout complete • Typical structure sections complete • Bridge drainage requirements determined • Number and type of utilities to be located on the bridge identified KPFF Consulting Engineer November 10, 2014 Grand Avenue Park Utility Bridge, Phase 1A Page 16 of 55
