4. Structural Engineering (KPFF) <br /> KPFF shall perform the structural engineering work. <br /> KPFF shall provide structural engineering for the TS&L and PSE design phases of the project. <br /> 4.1 — Basis of Design <br /> KPFF shall submit a written basis of design to summarize the design process and criteria. <br /> 4.2 — Bridge Design <br /> KPFF shall provide structural engineering for the TS&L and PSE designs of the pedestrian <br /> bridge. The design shall include the bridge superstructure and foundations from the abutment <br /> near Grand Avenue Park, over BNSF and SR529 and ending at an elevator/stairway support <br /> structure on the Port of Everett right-of-way. <br /> Components of the bridge design shall include the following items: <br /> • Foundation near Grand Avenue Park <br /> • Overcrossing structure for utilities <br /> 4.3 — Type, Size and Location Study <br /> The TS&L report shall describe the project, the proposed structure, and give reasons why the <br /> bridge type, size, and location were selected. <br /> Environmental Review, Permitting & Documentation <br /> • Agency coordination conducted <br /> • Conceptual utility relocations identified <br /> • Permits needed verified and submittal applications begun <br /> Pathway Geometry <br /> • Typical pathway section <br /> • Deviations identified and approved <br /> • Horizontal and vertical constraints defined <br /> Storm Water <br /> • Preliminary storm water management options identified <br /> • Conceptual drainage facilities identified <br /> Right-of-Way <br /> • Preliminary right-of-way needs identified <br /> • Preliminary right-of-way plan completed <br /> • Title reports ordered <br /> Structures <br /> • Preliminary bridge plan and elevation <br /> • Preliminary feasible construction method identified <br /> • Foundation layout complete <br /> • Typical structure sections complete <br /> • Bridge drainage requirements determined <br /> • Number and type of utilities to be located on the bridge identified <br /> KPFF Consulting Engineer November 10, 2014 <br /> Grand Avenue Park Utility Bridge, Phase 1A Page 16 of 55 <br />
