• Grading for landings and street improvements. Grading will include both spot elevations
and contours necessary for construction. KPFF will provide wall elevation profiles and top
and bottom of wall elevations on plans.
• Utility relocations necessary for the construction of the proposed improvements. KPFF will
provide water service extensions necessary for irrigation.
• Route 36-inch Public Storm Sewer from connection with Sewer "M" Project in Grand Avenue
to approximately 50-feet beyond west bridge landing, see Exhibit H for project limits.
• Route 30-inch CSO pipe extension from connection with Sewer "M" Project in Grand Avenue
to approximately 50-feet beyond west bridge landing; see Exhibit H for project limits.
• Route a force main (dry) together with storm and combined sewer pipes, except this force
main will be capped at 16th and Grand for future extension with the Sewer "M" Project. This
force main will be extended north to 50 feet within this Phase 1, and extended further north
to the lift station under Phase 2.
• Under the Utility/Pedestrian Bridge, include allocated spaces for a water main pipe for future
installation by City of Everett under a separate contract.
• Traffic Control Plan for basis of bid in Grand Ave and W. Marine View Drive for the
installation of the Utility/Pedestrian Bridge and utilities.
• Undergrounding of overhead power distribution cables, beneath the Utility/Pedestrian Bridge
in West Marine View Drive, will be accomplished in a separate infrastructure design of duct
banks & vaults by KPFF with Snohomish County PUD guidance and meeting PUD design
requirements. Once the infrastructure design has been approved by PUD, the infrastructure
package will be sent out as an early bid package ahead of the Utility Bridge Package. PUD
will be responsible to underground the conductors in the new infrastructure facilities.
• Undergrounding of overhead communication cables, beneath the Utility/Pedestrian Bridge in
West Marine View Drive. This task effort will include infrastructure design of duct banks and
vaults coordinated with, and meeting the requirements of, the utility purveyors. The
communication infrastructure will be part of the power undergrounding and will be bid at the
same time.
• Street improvement plans for Grand Avenue, and West Marine View Drive associated with
the utility relocation and installations. The plans are comprehensive showing paving,
drainage, utilities and horizontal control for elements designed by others, such as
landscaping and street lighting. KPFF will provide standard MUTCD street signage and
channelization for utility street restoration. Specifically, the street improvement scope is as
follows:
o Improvements to Grand Avenue are confined to the intersection with 16th Street.
Specifically, providing curb, sidewalk and pavement replacement for installation of storm
and utility systems and improvements to park areas disturbed with construction. No
other improvements to Grand Avenue or 16th Street are anticipated, such as drainage,
lighting, etc.
o Improvements to West Marine View Drive are confined to repairs to existing street
pavement, curb and sidewalk for installation of Storm and CSO systems, stubbed out
force main, power and communication overhead to underground and potential relocation
of existing street utilities to accommodate the new systems. No other improvements are
anticipated, such as drainage, utilities, lighting, etc.
In addition, KPFF will prepare cost estimates for civil design elements utilizing our cost
database, City, County and WSDOT bid tabs and contacting contractors to verify major cost
elements. The cost estimating effort includes a budget reconciliation effort with the City and
design team prior to moving on to the next design phase.
KPFF Consulting Engineer November 10, 2014
Grand Avenue Park Utility Bridge, Phase 1A Page 19 of 55
