• Public Open House Events (2) • Meetings with Snohomish PUD (2) • Meetings with Port of Everett (1) • Meetings with private utility purveyors (2) 5.2 —Type Size and Location (TSL) Phase KPFF Civil shall review survey for location of existing utilities and Sewer M project design plans for storm and CSO locations. Prepare a concept utility design starting at the Sewer M stubs in Grand Avenue, continuing under the bridge to approximately 50-feet beyond west bridge landing. Also prepare conceptual design for undergrounding overhead power and communications beneath the Utility/pedestrian Bridge. Prepare a narrative to complement the conceptual design. 5.3—30 Percent PSE KPFF Civil shall prepare 30 percent level plans per the list outlined at the end of this section. The purpose of this design phase is to confirm the bridge and landing concept design prepared in the TS&L phase; establish a firmer concept for the proposed park and street improvements; establish the utility routing approach; and have sufficient documentation for pricing. This phase will require interaction with project stakeholders including initial submittal to BNSF. Assumptions • Site Demolition and Erosion Control plans are not included in the 30% submittal. • Detail sheets are not included in the 30% submittal. • Specifications are not included. 5.4— 60 Percent PSE KPFF Civil shall prepare 60 percent level plans and specifications per the list outlined at the end of this section. The purpose of this design phase is to firmly establish all project design elements with enough documentation to feel confident of the cost estimate and coordination with all stakeholders and design team members. This set is expected to be submitted for initial permit application reviews. Additionally this set will be used to begin resolution of utility conflicts. 5.5 —90 Percent PSE KPFF Civil shall prepare 90 percent level plans and specifications per the list outlined at the end of this section. The purpose of this design phase is to complete the construction documents and confirm cost estimates. There should be no major changes to the program in this phase. All detailing shall be completed at this stage of design. 5.6 — 100 Percent (Final) PSE KPFF Civil shall finalize plans and specifications based on 90 percent review comments and final internal QA/QC. The purpose of this design phase is to finalize the construction documents for bid. KPFF shall also support the City during the contractor bid process.
