5.7 Construction Support Services for Undergrounding Overhead Utilities <br /> KPFF Civil will provide Construction Support Services (CSS) for civil design elements related to <br /> the undergrounding of overhead electrical and communication cables. These services are <br /> noted below and will include: Bid Support; Construction Administration; and Construction <br /> Closeout. <br /> Bid Support <br /> KPFF civil will attend 1 Pre-bid Conference meeting to provide an overview of the civil design <br /> elements. Respond to questions raised in the meeting and follow up with official responses to all <br /> the registered bidders. As part of the response, KPFF civil will prepare and issue 1 Addenda <br /> documents and will include the revisions to the plans as part of a conformance set of plans <br /> issued to the successful bidder. <br /> Construction Administration <br /> KPFF civil will attend 1 preconstruction meeting with the successful bidder; review the <br /> contractor's overall construction schedule and attend weekly meetings for the duration of the <br /> civil elements construction and walk the site the same day of the meeting. Contractor will be in <br /> charge of preparing weekly meeting notes for the City of Everett. Review and process material <br /> submittals, response to Request For Information (RFI's) and substitution requests (2). We <br /> anticipate review of one (1) change order proposals. <br /> Construction Closeout <br /> Attend to 1 field visit to observe completed civil related improvements and prepare a punch list <br /> for the City of Everett and review punch list with contractor. Anticipate follow up field visit to <br /> review repairs and revise punch list. Review As-built drawings from sub consultants and <br /> assimilate into KPFF civil As-built drawings for issuance to the city of Everett. <br /> 6. Combined Sewer and Stormwater Coordination (HDR) <br /> 6.1 — Combined Sewer and Stormwater Outfall Improvements <br /> HDR Engineering will provide the hydraulic design criteria, pressure rating, and recommended <br /> pipe size for the combined sewer outfall and stormwater outfall pipe crossings of the proposed <br /> Grand Avenue Park Bridge. These concepts will be based on future wet weather improvements <br /> that the City of Everett may implement. The combined sewer and stormwater outfalls will <br /> connect to the new piping provided as part of the City's Sewer M project along Grand Avenue. <br /> The combined sewer outfall will connect to the existing PSO1 and PSO2 outfall pipes along <br /> West Marine View Drive. The stormwater outfall will replace the existing PSO3 outfall pipe. In <br /> the subsequent design work KPFF will provide the design of the combined sewer outfall from <br /> the intersection of 16th Street and Grande Avenue across the bridge and to within <br /> approximately 10 feet of a new CSO regulator structure on Port of Everett property that will split <br /> flow to PSO1 and PSO2. KPFF will also provide the design of the stormwater outfall from 16th <br /> Street and Grand Avenue to PSO3. HDR will lead the design of the new CSO regulator <br /> structure and piping connections to PSO1 and PSO2. Work in this task will include: <br /> • Meet with KPFF, the City, and the City's consultant for the Sewer M Project and review the <br /> connection points and details for the routing of the combined sewer and stormwater flows. <br /> • Review the current City InfoSWMM model of the Sewer M Project and confirm the final pipe <br /> sizing for the bridge crossings. <br /> • Develop concepts for conveying and regulating flow to P501, PSO2 and the potential Port <br /> KPFF Consulting Engineer November 10, 2014 <br /> Grand Avenue Park Utility Bridge, Phase 1A Page 23 of 55 <br />
