Gardner Wet Weather Control Facility. The design concepts include piping systems,
diversion structures, motor operated control gates and system monitoring equipment.
• Meet with the City and if requested, the Washington State Department of Ecology (DOE), to
review flow routing and the interface with the existing NPDES (National Pollution Discharge
Elimination System) permitted CSO outfalls.
• Evaluate the need for odor control at the new facilities and provide recommendations if
necessary.
• Summarize the design recommendations in a brief technical memorandum (less than 5
pages plus figures) to document design concepts.
Assumptions
• The City or the City's consultant will provide the current InfoSWMM model for the Sewer M
project area.
• One meeting with the City's consultant and City staff to discuss the Sewer M Project.
• PSO3 will be replaced in its entirety. The design of the outfall replacement will be
performed by KPFF.
• No outfall dispersion modeling is included.
• Figures in the technical memorandum will be based on GIS mapping.
• This effort does not cover other design considerations of the stormwater and CSO piping on
the bridge such as seismic or surge design.
Deliverables
• Draft and Final Outfall Improvements Technical Memorandum per Project Submittal List.
7. Architecture and Bridge Aesthetics Collaboration (LMN)
7.1 — Project Management
The KPFF design team shall participate in team meetings to coordinate project issues,
schedule, progress, and general direction of effort as needed. Effort identified under this task
also includes attendance at KPFF design team coordination meetings involving the City.
7.2 — Bridge Design
LMN shall collaborate with the team on the design development and phasing for the bridge
structure, aesthetic and functionality of the span and approaches and will provide
documentation supporting the PSE effort. This will include further refinement of the architectural
definition of the bridge geometry, materiality and connection details, pier shape and finishes.
The team will consider future accommodation of pedestrian features such as: deck, handrails,
and throw barrier.
7.21 — Schematic Design and Coordination (30%)
LMN shall refine the conceptual preferred alternative established in the Feasibility Study phase.
LMN shall document, in drawings, overall schematic and phasing design for the 30% PSE
submittal. CAD conversion will not include intelligent tagging. LMN shall coordinate the
development of the following components:
• Phasing concept
• Truss Geometry and Materiality
• Lighting Coordination
• Future accommodation of:
KPFF Consulting Engineer November 10, 2014
Grand Avenue Park Utility Bridge, Phase 1A Page 24 of 55
