Task No. 11. — Public Outreach (KPFF, LMN, and Swift) <br /> KPFF, LMN and Swift shall support the City by assisting in the development and implementation <br /> of a public outreach plan. <br /> It is assumed that the public outreach plan will follow the general outline below: <br /> Step 1 >> Project Research and Data Gathering <br /> The design team will research and gather existing information related to the project and <br /> begin early work such as field exploration and surveying. <br /> Step 2 >> Basis of Design and Alternative Screening Parameters <br /> With the knowledge gained through the document research and early work, the design team <br /> will work with the City to develop a Basis of Design. The Basis of Design document will <br /> define the regulatory requirements as well as the site constraints used in the development of <br /> the project alternatives. In addition to the design criteria, the design team will work with the <br /> City to establish the key parameters that will be used to evaluate and rank the various <br /> alternatives. <br /> Step 3 >> Cross Agency Partnership Workshop <br /> The design team will meet with the City and select agency partners to verify and receive <br /> buy-in regarding the Basis of Design and the evaluation parameters for the alternative <br /> screening. Swift Company, LLC effort is not included in this task. <br /> Step 4 >> Alternative Development <br /> The design team will hold an internal team workshop to review previously proposed utility <br /> alignments and bridge types and brainstorm additional utility alignments and bridge types. <br /> The goal of the workshop is the creation of a starting point to begin the project discussions <br /> with the City. The ideas generated in this workshop will be used to jumpstart the discussion <br /> for a design charrette between the design team and City. The design team will generate <br /> sketches to be used in a workshop with the City. <br /> The design team will hold a workshop with City staff to discuss possible alignments and <br /> bridge alternatives related specifically to the utility alignment. In preparation for the <br /> workshop, the design team will have preliminarily coordinated the following items: <br /> • Bridge aesthetics ideas <br /> • Structural alternatives <br /> • Utility alignment alternatives <br /> • Aerial basemap <br /> • Permit requirements search <br /> • Basis of design documentation <br /> The topics for discussion during the workshop will include available right-of-way, pedestrian <br /> and bicyclist experiences, preliminary construction costs, City property lines, adjacent <br /> property lines, and environmental considerations including topography and pathway <br /> geometrical constraints. The goal of the City workshop is the selection of a range of <br /> possible bridge types and pathway alignments. <br /> Step 5 >> Cross Agency Partnership Workshop and Public Outreach <br /> The range of ideas developed in Step 4 will be used to create alternatives that will be <br /> presented to select stakeholders and the general public.
