Once the key public stakeholders are <br /> identified, the design team can begin the outreach program. This allows for their input early <br /> in the process and helps establish stakeholder consensus. <br /> Step 6 >> Alternative Refinement <br /> The next step for the design team will be refinement of the alternatives utilizing City <br /> comments and information from both the City and the public outreach program. With the <br /> project definition becoming more refined, the team will begin to develop more focused <br /> project alternatives. The goal of the next workshop with the City is the evaluation and <br /> reduction of alternatives. The evaluation of alternatives will be based on screening <br /> parameters established for the project. No more than three alternatives will be progressed <br /> beyond this step. LMN effort is not included in this task. <br /> Step 7 >> Cross Agency Partnership Workshop and Public Outreach <br /> The design team will now go back to select stakeholders and the general public with the <br /> three refined concepts produced in Step 6. The goal of this outreach is to show the select <br /> stakeholders and general public that their comments and recommendations have been <br /> considered and incorporated into the selection process. The feedback from all of the <br /> workshops will be used to further reduce the alternatives to a select group to be <br /> incorporated into the draft type, size, and location (TS&L) report. LMN effort is not included <br /> in this task. <br /> Step 8 >> Preferred Alternative Selection <br /> With the feedback from the City, select stakeholders, and general public stakeholders, the <br /> design team will make final refinements of the three remaining alternatives. The next set of <br /> workshops will be with the City and select stakeholders only. The goal of this workshop is to <br /> select the preferred alternative. <br /> Deliverables <br /> Presentation material and graphics will be created for the following presentations: <br /> • Alternative Development (Steps 4 and 5, three meetings total) <br /> o Workshop with City design staff <br /> o Workshop with key stakeholders <br /> o Public open house <br /> • Alternative Refinement (Steps 6 and 7, three meetings total) <br /> o Workshop with City design staff <br /> o Workshop with key stakeholders <br /> o Public open house <br /> • Preferred Alternative Selection (Step 8, two meetings total) <br /> o Workshop with City design staff <br /> o Workshop with key stakeholders <br /> 12. Environmental Services (Landau) <br /> Landau Associates will provide support in obtaining State Environmental Policy Act (SEPA) <br /> compliance, National Environmental Policy Act (NEPA) compliance, and environmental <br /> permits/approvals for the utility bridge. Federal funding is anticipated to be provided for the <br /> project, distributed through WSDOT. NEPA authorization associated with federal funding is <br /> assumed to be a Categorical Exclusion, which will be documented in a WSDOT Environmental <br /> KPFF Consulting Engineer November 10, 2014 <br /> Grand Avenue Park Utility Bridge, Phase 1A Page 32 of 55 <br />
