Classification Summary. Tasks supporting SEPA/NEPA compliance and additional <br /> environmental permits/approvals are detailed below. <br /> 12.1 — Permitting and Environmental Services (Design) <br /> 12.11 — State Environmental Policy Act (SEPA) Checklist <br /> As requested by City staff, Landau Associates shall prepare the SEPA Checklist for the utility <br /> bridge segment of the project in conformance with WAC 197-11-960 and City standards. The <br /> SEPA Checklist (Checklist) will briefly describe the project and address the project's effects on <br /> elements of the environment, as outlined in the Checklist. The Checklist will include a list of <br /> permit requirements for the proposed project. To prepare the Checklist, Landau Associates <br /> shall use project design information and other available studies prepared for the project, such as <br /> the documentation prepared for the additional tasks/subtasks included in this proposal. <br /> As necessary to complete the SEPA Checklist, Landau Associates shall review additional City <br /> documents such as the comprehensive plan, zoning code, and other development regulations. <br /> On behalf of the City, Landau Associates will submit the SEPA Checklist to the Planning <br /> Department. <br /> SEPA rule changes in 2014 allow NEPA decisions to support a SEPA Determination on <br /> Nonsignficance provided that elements of the environment are "adequately" addressed by the <br /> NEPA document. The SEPA checklist includes greater breadth of environmental elements than <br /> the applicable NEPA form. Therefore, the SEPA documentation will be used to fulfill the <br /> requirements of both the SEPA and NEPA process. <br /> Landau Associates is including a level of effort to include no more than 8 hours of Associate as <br /> a placeholder budget to support response or revisions to the SEPA Checklist based on public or <br /> agency comments. <br /> Assumptions <br /> • Additional studies for impacts associated with traffic, air, noise, or housing are not included <br /> in this task. <br /> • Figures to be included with the checklist will be limited to those prepared under other tasks <br /> in this scope of work. <br /> • The project will not require preparation of a SEPA Environmental Impact Statement. Either <br /> a Determination of Non-Significance (DNS) or a mitigated DNS will be issued for the project. <br /> • City staff will prepare and publish the DNS (or mitigated DNS). <br /> • This scope does not include attending a public hearing. If Landau Associates' attendance is <br /> required, then that work will be done under a supplemental scope and budget. <br /> • Information to prepare the SEPA Checklist will be gathered from interviews with <br /> agency/utility provider representatives and from readily available public documents; no <br /> additional field work or other primary investigations will be required. <br /> • Landau Associates shall provide a draft copy of the SEPA Checklist to the City and KPFF <br /> for review. KPFF will provide one set of consolidated comments to Landau Associates, and <br /> Landau Associates shall prepare a final SEPA Checklist for publication by the City based on <br /> those comments. Should additional rounds of review and comment be requested by KPFF <br /> and/or City, a scope and budget amendment will be required. <br /> • A single SEPA checklist will be prepared and will incorporate information pertaining to the <br /> utilities north of the bridge project segment (Task 24.11). <br /> KPFF Consulting Engineer November 10, 2014 <br /> Grand Avenue Park Utility Bridge, Phase 1A Page 33 of 55 <br />
