• For budgeting purposes we assume no more than 75 shovel probes will be required in the
project area. If depths to the upper contact of weathered, underlying glacial deposits
exceeds this depth, additional formal subsurface investigations will be required. Such
methods, however, are not included in this scope.
• Archaeologist will not be required to evaluate structures or prepare Historic Inventory Forms.
• If required, the City will obtain authorization from property owners to access the properties in
advance and Landau Associates shall prepare a draft letter from the City to be presented to
property owners. The City shall be notified in advance of those sites requiring shovel
probing in the judgment of the archeologist.
• No human skeletal remains or archaeological sites will be identified during the survey.
• If the significance of an archaeological site found in the project area or its subsurface
boundaries cannot be determined from the site survey, additional formal subsurface
investigations or other documentation may be required. Such methods, however, are not
included in this scope.
• The pedestrian bridge phase of the project will be included in the report but does not require
any additional analysis.
• A single cultural resources report will be prepared under Task 24.15.
Deliverables
• Refer to Task 24.15
12.17 Joint Aquatic Resources Permit Application (JARPA) and Shoreline Permit Application
The JARPA will include project segment-specific information including a list of adjacent property
owners. This task includes time for coordination and revisions with KPFF, the City and/or
agencies, as needed, to provide accurate information on the JARPA, including a narrative of
project information.
The JARPA will be suitable for submittal to reviewing agencies, including but not limited to
USACE for Section 404/Section 10 permitting, WDFW for the Hydraulic Project Approval (HPA),
and the City for Everett permitting. Full- or half-size project drawings will be provided with
submittal to reviewing agencies. Coordination with reviewing agencies regarding the JARPA is
in included in Task 5.20.
Landau Associates shall prepare additional documentation as required by the City for a
substantial development permit. Landau Associates shall complete the City's Shoreline Permit
application and associated documentation, including land use application and mailing list labels
and a figure for property owners within 500 ft of the project.
Assumptions
• Project plans will include a survey of the MHW and MHHW.
• Preparation of a critical areas report will not be required. Description of resources and
mitigation sequencing can be incorporated into the JARPA form, and will be acceptable to
reviewing agencies.
• Aquatic lands easement from DNR is not required for project activities.
• The City will pay any applicable permit fees.
• Wetland delineation/impact assessment is not included in this scope of services.
• The pedestrian bridge phase of the project will be included in the JARPA but does not
include any additional impacts/mitigation.
• A single JARPA will be prepared under Task 24.16.
KPFF Consulting Engineer November 10, 2014
Grand Avenue Park Utility Bridge, Phase 1A Page 38 of 55
