Deliverables <br /> • Refer to Task 24.16 <br /> 12.18 — Hazardous Materials Screening <br /> Landau Associates shall conduct a screening-level assessment of the Phase 1 project site, <br /> which consists of the western portion of Grand Avenue Park, which will be the eastern terminus <br /> of the bridge, and the western terminus of the bridge, which consists of Port property west of <br /> West Marine View Drive, for the potential presence of contamination. The screening-level <br /> assessment for the project site will include the following components: <br /> • Reviewing available aerial photographs to assess past uses of the project site and adjacent <br /> properties from the present back to their first developed use, or back to 1940, whichever is <br /> earlier. <br /> • Reviewing listings from a subcontracted database service (Environmental Data Resources, <br /> Inc.) of confirmed and suspected contaminated sites within a 1-mile radius of the project site <br /> abstracted from EPA, tribal, and Ecology environmental databases. <br /> • Reviewing reports documenting previous environmental investigations completed at sites <br /> adjacent to the project site from Landau Associated project files, as appropriate, and/ or if <br /> provided by the City and/or WSDOT. <br /> • Conducting a site reconnaissance of the project site to visually and physically observe <br /> current land use activities and environmental conditions. <br /> • Observing the soil and groundwater conditions encountered during the drilling of exploratory <br /> geotechnical borings (to be completed by consultant team member HWA) for the project. <br /> Landau Associates staff will assess the soil and groundwater encountered for evidence of <br /> contamination by field-screening using a photoionization detector (PID) and by visual <br /> inspection. <br /> • Evaluating the laboratory analytical results for selected soil and groundwater samples <br /> collected during the drilling of the exploratory geotechnical borings, as warranted based on <br /> the conditions encountered. <br /> Landau Associates shall request and collect information from the Washington State Department <br /> of Ecology (Ecology) to further evaluate the sites of potential hazardous and problem waste <br /> concerns for the project that are identified in the regulatory database search or site <br /> reconnaissance. The task will include: <br /> • Visiting Ecology's Northwestern Regional office in Bellevue, Washington to review <br /> documents available from the agency files and to request copies of relevant information <br /> related to environmental conditions at the sites. <br /> • Reviewing the available documents/information. <br /> The data collected will be summarized into a technical memorandum (refer to Task 24.17). The <br /> memorandum will include information necessary to complete the Hazardous and Problem <br /> Waste section of the WSDOT ECS form. <br /> Assumptions <br /> • The pedestrian bridge phase of the project will be included in the technical memorandum <br /> but does not require any additional analysis. <br /> • No property acquisition is assumed. <br /> • A Hazardous Materials Report to address Hazardous and Problem Waste may be required <br /> KPFF Consulting Engineer November 10, 2014 <br /> Grand Avenue Park Utility Bridge, Phase 1A Page 39 of 55 <br />
