by WSDOT based on their review of the preliminary ECS to be prepared by the City.
Preparation of a Hazardous Materials Report is not included in this scope of services. The
level of detail and report format for a Hazardous Material Report is dependent on the project
activities, and type and number of potential hazardous material impacts identified. A scope
and cost estimate to complete a Hazardous Material Report, if required by WSDOT, will be
provided following receipt of review comments from WSDOT regarding the preliminary ECS.
• The geotechnical boring advancement and soil and groundwater sample collection will be
conducted by consultant team member HWA and KPFF will facilitate coordination for LAI
personnel to observe the drilling and sampling activities and to collect split samples, as
warranted, based on the conditions encountered.
• The geotechnical investigation will include the drilling and sampling of three boring to depths
ranging from 25 to 150 ft below ground surface. Wells to monitor groundwater elevations
will be installed in two of the geotechnical borings. The geotechnical drilling and well
installation will require 2 days in the field for consultant team member HWA and their drilling
subcontractor.
• A Landau Associates professional will be onsite for two 8-hour days to observe soil and
groundwater conditions during the geotechnical drilling investigation and for one 8-hour day
to collect environmental samples following installation of the monitoring wells.
• Landau Associates shall collect up to three soil samples from the geotechnical borings
during drilling, and up to two groundwater samples from the monitoring wells for possible
laboratory analysis. Based on the conditions encountered during drilling and available
information regarding soil and groundwater quality in the project area, the samples will be
selectively analyzed for metals (arsenic, cadmium, chromium, mercury, and lead), and for
total petroleum hydrocarbon screening on a standard laboratory turnaround. For the
purposes of estimating project costs we have assumed that three soil and three
groundwater samples will be analyzed for metals, and for total petroleum hydrocarbon
screening on a standard laboratory turnaround.
• Soil cuttings and purge water generated during drilling and soil and groundwater sampling
will be contained in labeled drums by HWA for storage pending the results of the laboratory
analysis for the soil and groundwater samples. Each drum will be labeled by HWA with
information including the source and type of material (i.e., boring designation for soil cuttings
or purge water, or decontamination water), date generated, and consultant/owner. HWA
shall coordinate with the City and the consultant team for appropriate temporary storage of
the drums. Landau Associates shall coordinate with the City and the consultant team for
waste characterization and appropriate disposal of the drummed material following receipt of
the sample analytical results. Landau Associates has included a cost of approximately
$1,300 (including labor/laboratory analysis) to assist with additional laboratory analysis for
up to two soil samples and one water sample.
• Subcontracted database service report request as part of Task 24.17 will overlap this project
segment
• A single technical memorandum will be prepared under Task 24.17.
• Soils will be evaluated as non-contaminated (concentrations less than applicable cleanup
levels) or contaminated (concentrations greater than applicable cleanup levels), and HWA
will arrange for disposal based on the analytical results.
• If any of the concentrations in the contaminated material are high enough to warrant
evaluation or designation of the material as dangerous or hazardous waste, the specific
situation will be discussed with the City, so that the material can be addressed in
accordance with the applicable regulations. Cost of disposal of material designated as
dangerous or hazardous waste is not included in this scope of services.
KPFF Consulting Engineer November 10, 2014
Grand Avenue Park Utility Bridge, Phase 1A Page 40 of 55
