Deliverables
• Refer to Task 24.17
12.19 — Contaminated Media Management
Landau Associates shall incorporate information regarding the utility bridge project segment in a
Contaminated Media Management Plan (CMMP) (refer to Task 24.18) that can be used by the
City and its contractor as a general guide to address contaminated soil, groundwater, or other
contaminated media that may be encountered during construction to ensure the appropriate
handling, management, and disposal of the material in a cost-effective and environmentally
appropriate and compliant manner. The CMMP will identify areas of the project site where
contamination is likely to be encountered, as appropriate, based on the results of the hazardous
materials screening assessment, field procedures for segregating "clean" and "contaminated"
media using field-screening techniques, and collection methods for confirmation and disposal
characterization samples. The CMMP will also identify field decontamination procedures,
materials stockpile construction and maintenance procedures, container/drum labeling/handling
procedures, and recommendations for removal and transport of contaminated media for final
disposition. In addition to providing field procedures, the CMMP will identify sample analytical
methods.
Assumptions
• The CMMP will provide a general approach for assessment and management of potentially
contaminated media based on the available information. The final disposition of the media
will be the responsibility of the City and its contractor based on the type of media,
contaminants of concern, and the disposal facility.
• A single CMMP will be prepared under Task 24.18.
• Coordination with and approval from the Ecology will not be required prior to ground
disturbing activities in areas of contamination identified in Task 5.18 associated with City or
Port property.
Deliverables
• Refer to Task 24.18
12.2 — Meetings
Landau Associates shall provide assistance to the design team throughout project development
and support agency coordination activities. This task includes:
• Meeting with WSDOT staff regarding NEPA process and associated sequence of project
activities.
• Participation by Landau Associates biologist/planner in one design review meetings with the
project team.
• Preapplication coordination with the City, WDFW, and USACE.
Assumptions
• The design team meeting will be held at KPFF's offices in Seattle.
• No additional studies will be required as part of the response to agency comments.
• Requirement for preapplication meeting by City Planning will be waived.
Deliverables
• Summaries of agency coordination efforts provided in e-mail correspondence.
KPFF Consulting Engineer November 10, 2014
Grand Avenue Park Utility Bridge, Phase 1A Page 41 of 55
