Phase 2 West Marine View Drive Utilities Scope of Work
22. Topographic and Boundary Survey (KPFF)
KPFF Consulting Engineers, Inc. will be providing survey services on this project.
22.1 — Boundary and Right of Way and Topographic Survey
Subtask No. 22.11 — Boundary and Right of Way Survey
A field survey shall be performed using a combination of conventional and GPS survey
techniques to obtain necessary ground information and supplemental mapping detail.
Specifically, this survey shall include the right of way for Grand Avenue from 16th Street to 17th
Street, BNSF Railroad right of way, SR 529 (West Marine View Drive) as well as property
boundary lines within the project limits, including easements affecting said properties. Boundary
survey shall include title report analysis on Port of Everett property, mean high tide survey and
depict easements of record within project limits.
Subtask No. 22.12 —Topographic Survey (West Marine View Drive Utilities)
Topographic survey shall include all planimetric features, within the project area and
underground utilities, based on record information and utility locates. Utility locates shall be
provided by Mt. View Locating Inc. Topographic information to be provided as follows:
• Boardwalk west of 16th Street and 100' (feet west along the north extents of the marina, to
include drive isle.
• SR 529 (West Marine View Drive) southerly limits to be 200' (feet) south of the westerly
extension of 16th street, northerly limits to be 100' (feet) north of westerly extension 14th
Street.
• West of Marine View Drive along westerly extension of 14th Street approximately 200' (feet)
west of the easterly extents of the marina.
• Locate PSO1 and PSO2 from project area to outfall location. KPFF will utilize record
information, and utility locate methods including conduction, if possible, and GPR (ground
penetrating radar) to attempt to locate PSO1 and PSO2. Should this level of effort be
insufficient to provide adequate information for design, additional scope and fees may apply.
• Provide detailed topographic information sufficient for engineers design on the sanitary
sewer lift station, on the east side of Marine View Drive and west of the BNSF Railroad
tracks. Information to include building location, and utility locates to and from said lift station,
as well as sump information. KPFF Survey will coordinate with City of Everett staff to gain
access to the lift station interior to complete this task.
This survey shall be performed using Washington State Plane Coordinates on NAD 83/91 for
horizontal control and vertical datum on NAVD88 per City of Everett Survey and CAD
standards.
The survey digital file shall be formatted to be compatible with Civil 3D terrain modeling
software.
Subtask No. 22.13 — Bathymetry Survey
Bathymetry survey shall be performed by Terrasond. Limits of survey include marina area west
of 16th Street. KPFF shall provide Terrasond with control on project coordinates and datum for
basis of the bathymetry survey.
KPFF Consulting Engineer November 10, 2014
West Marine View Drive Utilities, Phase 2 Page 47 of 55
