24. Civil Engineering (KPFF) <br /> See Task 5 for further detailed description and deliverables for Civil Engineering. In Task 24 <br /> KPFF will provide civil engineering services associated with conveyance utilities extending from <br /> the proposed western bridge abutment to a proposed outfall located approximately 1,200 feet to <br /> the Northwest. Work associated with "West Marine View Drive Utilities" include storm sewer and <br /> associated storm outfall in lieu of PSO3, and combined sewer extensions approximately 50-feet <br /> north of west bridge landing to the CSO regulator station designed by HDR on Port of Everett <br /> property. HDR will be responsible for connections into PSO1 and PSO2 from the regulator. <br /> KPFF Civil will be responsible for the design and documentation of the follow elements: <br /> • Site demolition and erosion control documentation. <br /> • Pavement design for asphalt and concrete pavements based on HWA GeoScience Inc's <br /> recommendations. <br /> • Utility relocations necessary for the construction of the proposed improvements. <br /> • Route 36-inch Public Storm Sewer from approximately 50-feet north of west bridge landing <br /> to the PSO3 outfall to Port Gardner Bay; see Exhibit H for project limits. <br /> • Route 30-inch CSO pipe extension from approximately 50-feet north of the west bridge <br /> landing to the proposed regulator/split flow structure on Port of Everett Property; see Exhibit <br /> H for project limits. HDR's extent of work will include all design from 10 feet upstream of the <br /> split flow structure to connection into PSO1 and PSO2. <br /> • Route a dry force main from approximately 50 feet north of the west bridge landing in West <br /> Marine View Drive to Lift Station No. 7. This routing connection to the lift station will require <br /> a portion of the forcemain installation to cross West Marine View Drive. See Exhibit H for <br /> project limits. <br /> • Traffic Control Plan for basis of bid in W. Marine View Drive for the installation of storm <br /> sewer and CSO. <br /> • Street improvement plans for Grand Avenue, and West Marine View Drive. The plans are <br /> comprehensive showing paving, drainage, utilities and horizontal control for elements <br /> designed by others, such as landscaping and street lighting. KPFF will provide standard <br /> MUTCD street signage and channelization for utility street restoration. Specifically, the <br /> street improvement scope is as follows: <br /> o Improvements to West Marine View Drive are confined to repairs to existing street <br /> pavement, curb and sidewalk for installation of Storm and Combined Sewer Outfalls and <br /> a force main extension into Lift Station No. 7. No other improvements are anticipated, <br /> such as drainage, utilities, lighting, irrigation, etc. <br /> o Drainage control for all proposed improvements. All surface drainage will be re-routed to <br /> existing storm systems whenever feasible. No Water quality facilities (Swales, infiltration, <br /> porous pavements) will be utilized for city street improvements. No water features are <br /> anticipated. In conjunction with the north utility phase, the Drainage Report portion for <br /> this Utility Bridge phase will include conveyance calculations and backwater analysis <br /> based on drainage flows provided to KPFF by the Sewer M project. <br /> In addition, KPFF will prepare cost estimates for civil design elements utilizing our cost <br /> database, City, County and WSDOT bid tabs and contacting contractors to verify major cost <br /> KPFF Consulting Engineer November 10, 2014 <br /> West Marine View Drive Utilities, Phase 2 Page 49 of 55 <br />
