elements. The cost estimating effort includes a budget reconciliation effort with the City and
design team prior to moving on to the next design phase.
Assumptions
• Landscape architect will provide horizontal control for landscaping, wayfinding signage, site
furniture, paver layout and non-standard hardscape scoring.
• KPFF will provide hardscape jointing layout, details and specifications
• Landscape architect will provide grading concepts for landscape areas; however,
documentation of all grading will be on civil plans starting with the 60% Design Submittal.
• Landscape architect will design all irrigation needs for landings and city street trees.
• Electrical engineer will document electrical demolition and power for project lighting and
elevator.
• Lighting designer will document lighting for bridge, landings and city street improvements.
• Environmental engineer will document hazardous waste removal, if necessary.
• Existing PSO3 outfall will be replaced with a new storm pipe outfall, as needed to convey
the stormwater flows from the Sewer M project. City of Everett will provide anticipated flow
rates for sizing proposed public storm sewer. HDR will confirm combined sewer flow rates
for pipe sizing. HDR will provide all work associated with the Combined Sewer Outfall
including the splitter structure and pipes from this structure connecting to PSO1 and PSO2.
See exhibit H delineation of work between KPFF and HDR.
• City of Everett will provide flow and head information and pipe type and size for the design
of a new force main from Lift Station No. 7 to 16th Street and Grand Avenue.
• CSO piping 10 feet upstream and beyond split flow structure will be designed to connect to
PSO1 and PSO2 based on HDR's designs.
• Sanitary sewer service is not required for this project.
• Bulkhead repairs in the vicinity of the existing PSO3 outfall are anticipated. Civil will provide
support to structural designers for location and invert of storm pipe outfall in a storm profile.
Support will also be provided for fill composition and hydroseeding for new land area
created.
• New force main will be designed once. The pipe will terminate at the edge of Lift Station No.
7, and at the Grand Avenue Landing for other city consultants to extend as required.
• Potential utility conflict resolution: Civil budget includes one day worth of work by APS for
field exploration to identify potential utility conflicts with proposed civil design elements and
systems.
KPFF Civil shall review survey for location of existing utilities and Sewer M project design plans
for storm and CSO locations. Prepare a concept utility design starting at approximately 50-feet
north of the west bridge landing along W. Marine View Drive and outfalling into Port Gardner
bay through Port of Everett property. HDR will provide support and/or plans for CSO routing
starting 10 feet upstream from the flow splitter, the flow splitter system, and connection to PSO1
and PSO2 outfall pipes within the Port of Everett property. Prepare a narrative to complement
the conceptual design.
KPFF Consulting Engineer November 10, 2014
West Marine View Drive Utilities, Phase 2 Page 50 of 55
