I, ''';:i.-, 7'
I - PROPOSAL TO THE CITY OF EVERETT
` CLIMATE ACTION PLAN CONSULTANT
B. Provide a timeline plan for this project and include any City of Everett staff time
requirements.
The schedule below indicates how we plan to meet the City's desired timeframe and deliver the final plan before
12/31/2019. Our proposed timeline assumes a contract start date of August 5, as stated in the RFP. We have
indicated key points in the project that require Planning Commission involvement; in addition, we anticipate City
staff being involved on an advisory basis throughout the project, mainly through monthly check-in meetings.
. How will we benefit from your approach?
The City's current position offers both benefits and challenges: it has a range of current plans and data sources at its
disposal, but a tight schedule and limited resources to bring these disparate sources together into a seamless
whole. Our approach focuses on delivering the maximum amount of value given the tight budget.
We will accomplish this by relying on our internal expertise and recent relevant work with other clients to
streamline the data collection, research, and analysis/synthesis,freeing up time and money that can better be used
in the CAP drafting and public engagement tasks. We believe this approach will deliver a more detailed and
comprehensive plan than could otherwise be created with the available budget.
D. Describe how your services will help us achieve and maintain our goals as listed
in Section 2.
Creating a comprehensive set of climate resilience strategies and actions will draw from public engagement, City
staff, Commission members, and Cascadia's extensive experience with climate action plan development. We will
look comprehensively at fossil fuel infrastructure and develop strategies that set the stage for a transition to net-
zero buildings, zero-carbon transportation, and zero waste. The strategies and actions will be structured and created
in a way that embraces mitigation, adaptation, policy, and a community-based approach that supports the targets
mentioned in Section 2: 100%renewable energy, support zero emission vehicles, support low carbon fuel
standards, improve building efficiencies, and link emergency management plans with adaptation measures.
(-N
SCADIA 9
