PROPOSAL TO THE CITY OF EVERETT
CLIMATE ACTION PLAN CONSULTANT
E. What immediate improvements will we notice as a result of your approach?
Our team is uniquely well-suited to creating a meaningful Climate Action Plan that will both be actionable now and
relevant in the long term—and we believe the City will benefit from our deep understanding of regional climatology
and mitigation and adaptation strategies throughout the project.
Our approach will allow for and encourage creativity, innovation, flexibility, and equity—both now and during future
implementation efforts. We will deliver unique value by:
► Providing unparalleled responsiveness and nimble project management. From day one,the City will enjoy
our thoughtful and proactive approach to managing this project. We have structured our team to be large
enough to move quickly and deliver the CAP on schedule, while being small enough to be flexible and
responsive to last-minute requests,shifting needs,or client questions.
/ Offering an iterative approach to planning. Our experience has taught us that even the most carefully
thought-out projects require myriad course corrections to incorporate lessons learned and be as effective
as possible. We will build proactive monitoring and adaptive management practices into the heart of our
approach, confront problems quickly and directly, and integrate client and stakeholder input on the fly—
resulting in a thoughtful and detailed Climate Action Plan that is responsive to the City's needs.
► Creating versatile communications pieces and final documents. We craft our outreach, educational, and
planning documents so that they can be reused for multiple purposes—even after the planning process is
complete. For example, the City of Ashland recently repurposed open house boards and materials as
educational displays at the local library and school. Our carbon sequestration report for the City of Fort
Collins was designed in a manner that allowed for the first two pages of the report to act as a standalone
flyer for public distribution, while the remainder of the document served as a more technical compendium.
► Staying true to our commitment to quality. Quality is at the very heart of Cascadia's ethos—so much so, in
fact, that it's the first of our five guiding principles (alongside innovation, objectivity, equity, and
sustainability). In addition to the quality control checks built into every stage of our project management
process,we further ensure our work meets our clients'—and our own—exacting standards by submitting all
deliverables and other public-facing materials for review by an internal Editorial Board.
F. What is your availability for this project? Please include a statement of other work
currently under way or anticipated to be in progress during the time frame of this
project and show how you intend to schedule projects so this project is accomplished
as well.
With deep expertise in climate and energy planning and a focus on serving municipal clients, Cascadia understands
the resources required to accomplish the proposed scope of work—and we have planned our team carefully to
make sure that we have enough capacity and expertise to deliver on the City's scope and schedule needs while
satisfying our obligations to existing clients. Our team is currently working on a handful of concurrent climate
planning projects that will overlap with this project, including:
► Climate Action Plan for the City of Albany, CA ► Climate Resilience Plan for the City of
► Climate Action Plan for San Mateo County, CA Shoreline,WA
► Environmental Stewardship Initiative Strategic / Climate Vulnerability Studies for the Yakama
Plan for the City of Bellevue,WA Nation and Port Gamble S'Klallam Tribe
f ASCADIA 10
