"Operator's Amusement Device Master License." Each operator shall be issued such <br /> a Master License with a number designated by the City Clerk-Comptroller and for each <br /> amusement device leased, rented, or placed by the operator, an additional license <br /> to be known as an "Operator's Amusement Device Sub-License" shall be required. The <br /> sub-license shall consist of a metal plate, with a number designated by said City <br /> Clerk-Comptroller, and shall be affixed to the device for which it is issued, in a <br /> conspicuous place under glass, the form and type of which shall be prescribed by <br /> said City Clerk-Comptroller and upon which shall be imprinted the following: <br /> "City of Everett - Amusement Device License," for <br /> the year (giving year of issue), "No. ." <br /> Not more than one such Operator's Master License shall be issued for each twenty <br /> thousand (20,000) of the total census. When the number of Operator's Master License <br /> reach four (4), then the Operator's Master License shall only be issued for each <br /> twenty-five thousand (25,000) population thereafter; provided, however, that the <br /> per capita limitations on the number of Master Licenses provided for herein shall <br /> not prevent any operator engaged in the amusement business as defined in Section 1 <br /> above at the effective date of passage of this ordinance from being licensed, if <br /> such person obtains and continues in effect an Operator's Master License. No such <br /> Operator's Master License shall be transferred; provided that on a bona fide sale of <br /> the holder's business, his right to such license may be transferred with the consent <br /> by resolution of the City Council. No transfer shall be effective until the transferee <br /> has procured such an Operator's Master License and Sub-License, and provided further <br /> any person who has been a resident of the City of Everett and has been a licensed <br /> Amusement Operator as defined in Section 1 of this ordinance, and has been licensed <br /> with the City of Everett prior to the passage of this ordinance may apply for an <br /> Operator's Master License within five (5) years after the passage of this ordinance. <br /> This permission will be void on January 10, 1973. <br /> No such Operator's Master Licenseshall be issued except to a citizen of the United <br /> States of good moral,character, who has beena resident of the State of Washington <br /> for at least five (5) years prior to application therefor; providing that such resi- <br /> dence and citizenship requirements shall not apply to prevent the renewal of a valid <br /> and subsisting Operator's Amusement Device Master License. <br /> It shall be unlawful for any operator to place an amusement device in any location <br /> not covered by the required location license as provided in Section 2 above, or to <br /> lease or rent to another for display or exhibition for use or play therein, any <br /> amusement device. <br /> Section 5 . WHOLESALE DISTRIBUTOR'S LICENSE: It shall be unlawful for any person <br /> to be or become a Wholesale Distributor without having a valid and subsisting license, <br /> to be designated as "Wholesale Distributor's Amusement Device License," which said <br /> license shall at all times be conspicuously posted and maintained at the place of <br /> business of the distributor in Everett; provided, only one such license shall be <br /> required for each person engaged in such business without regard to the number of <br /> individual salesmen employed by him; and if no place of business is maintained in <br /> Everett, the license or a copy shall be carried by each salesman and exhibited to any <br /> City License Inspector or any policeman on request. <br /> Section 6 FEES: The license year shall be from December first to November <br /> thirtieth. All license fees shall be payable on an annual basis in advance except <br /> as hereinafter provided, which fees shall be as follows: <br />
