( <br />. <br />SPU SP�CITIC EVALUATION CRIT�RIA: <br />The following findines and conclusions are based on the criteria established in Section <br />41.150.D.1.b. of the Zoning Code - Special Property Use Permits - Evaluation Criteria for Above <br />Ground Utility and Communication Facilities: <br />P'indinas: <br />(1) Please refer to findings under Criteria No's 5 and 7 above regarding landscaping and <br />screening of the proposed facility. The antennas shall be painted to match the color of the <br />existing building exterior. <br />(2) The proposed antennas would be located on a building rooftop and would not require the <br />construction of a new support tower. The Zoning Code encourages use of existing or <br />replacement structures, as opposed to installation of new support suvctures; <br />(3) The project site is located in a B-2 zone and is within 200 feet of a gateway corridor <br />(Lvergreen Way). The applicant indicated that other sites have been considered for locating <br />the proposed antennas. These sites included: 1) replacement power pole at a Snohomish <br />County PUD substation; 2) an existing communications tower to the east of the proposed <br />facility. With regard to the first site, tlie Ciry was not supportive due to its location within a <br />residential zone. Regarding the second si[e, the Applicant determined that coverage <br />objectives for this site would not have been met. Coverage analysis maps were provided as <br />part of the application. <br />(4) This criterion is applicaUle to new tower structures. The instant proposal is to use an <br />existing building. <br />(5) This criterion is applicable to ground-mounted utility strucmres. The proposed equipment <br />cabinet would be located on the �vest side of the ex�sung building, away from Evergreen <br />Way. It would be screened from the street view by a fenced enclosure <br />(G) The proposed antennas,would px[end to a height of approxima[ely 12 fee[ above the rooftop <br />of the building and 3 feet above the top of the parapet wall, which would be about the same <br />height as the existing antennas. The maximum building height in the B-2 zone is 35 feet, <br />although antennas and building appurtenances are allowed ro exceed this limit. The highest <br />point of [he antennas would be approximately 38'7" above ground level. <br />(7) The ground-mounted equipment would comply with the setback standards in the zoning <br />code. Note: there aze no required side and rear setbacks in the B-2 zone. <br />(8) The provider will be required to notify the City in the event that the facility is abandoned for <br />a period of more than 120 days. <br />(9) The proposal is classified as a major above-ground utility structure and is therefore not <br />exempt from the Special Property Use permit review process. <br />(10) This criterion allows the City to require that facilities be designed to accommodate more <br />than one wireless service provider at a given site. The subject site already contains avo <br />existing �,vireless facilities and the proposed facility would be the third. The use of the <br />existing building allows for shared tacilities and eliminates the need for a freestanding <br />tower. <br />(11) Not applicable--these types of faci]ities normally do not require safety lights for the FAA. <br />�S <br />
