• Endangered Species Act compliance will be demonstrated as "no effect" through use <br /> of the WSDOT NEPA CE form. An independent Biological Assessment will not be <br /> needed due to absence of listed species in or around the project area. <br /> • Environmental Justice will be demonstrated as "no impact to protected populations" <br /> through use of the WSDOT CE form and a provided technical memo. Two sources of <br /> demographic data (per WSDOT requirements) will be compiled in a technical memo <br /> to demonstrate no protected populations in the project area and a full <br /> environmental justice evaluation of the project will not be required. <br /> • A Critical Areas Report will be provided for NEPA and SEPA exemption <br /> documentation that will describe Glenwood Creek along with the project action and <br /> the avoidance of any direct impacts. No wetlands are assumed to occur in the work <br /> areas. No instream work in Glenwood Creek is assumed to occur. Temporary <br /> vegetation disturbance will be described and addressed with a restoration plan. <br /> • A 4(f)/6(f) technical memo will be provided for NEPA review that is assumed to <br /> indicate temporary use and restoration of Harborview Park. <br /> • The CONSULTANT will submit NEPA related information to WSDOT via email with cc <br /> to CITY. <br /> • Follow-up will be provided to the WSDOT LPE approximately every 2-3 weeks after <br /> submittal to facilitate review. It is assumed we will submit the CE form to WSDOT at <br /> the completion of 60% PSE. <br /> • No additional federal or state permits, or approvals are scoped or known to be <br /> required for the PROJECT. <br /> Deliverables: <br /> • Review draft and final Environmental Technical Memoranda (TM) in PDF format— <br /> Final to be provided with CDR submittal. <br /> • Review draft and final NEPA CE Form and technical memos for Environmental Justice <br /> and 4(f)/6(f), provided in Word or PDF format provided with 60% PSE submittal. <br /> • Review draft and final Critical Areas Report PDF format provided with 60% PSE <br /> submittal. <br /> • Review draft and final SEPA Checklists in PDF format provided with 60% PSE <br /> submittal. <br /> Task 53 Restoration Drawings for Harborview Park and Stream Buffer <br /> The PROJECT is expected to use a limited area of Harborview Park for construction staging and <br /> access. Use of the park will be clarified based on discussions in the pre-application meeting. A <br /> restoration plan of the park and any disturbed stream buffer areas will be provided to remove <br /> construction-related temporary surfacing and other BMPs and restore lawn/mulch and native <br /> Maple Heights Bridge Seismic Retrofit 16 <br />
