City of Everett Edgewater Creek Bridge Replacement <br /> WORK ELEMENT 10 COMMUNITY OUTREACH: <br /> This work element is performed by Envirolssues to provide Community Outreach services. <br /> Work will be conducted in three phases: Phase 1 —Early engagement and coordination, Phase 2 <br /> —Technical options and tradeoffs and Phase 3 —Preferred solution. <br /> Phase 1: Early engagement and coordination (at project initiation) <br /> During Phase 1, Consultant will focus on building relationships with key stakeholders, establish <br /> local avenues for project communications and develop a plan for outreach. Consultant will also <br /> develop initial project messaging and materials. Outreach will include interviews and briefings <br /> with key stakeholders and community organizations to gather initial feedback about the project, <br /> potential solutions,decision criteria and tradeoffs and outreach approach. <br /> Phase 2: Technical options and tradeoffs (with draft TS&L/pre 30%design) <br /> During Phase 2, Consultant will focus outreach efforts on broader public engagement to gather <br /> feedback on the technical options,potential tradeoffs and impacts, and decision criteria to <br /> identify a preferred solution. Outreach will include stakeholder briefings, an online open house, <br /> an in-person public event and broad public notification. <br /> Phase 3: Preferred solution (pre 60% design) <br /> During Phase 3, Consultant will reach back out to key stakeholders and the broader public to <br /> share details about how community input from Phase 1 and 2 was used by the City and project <br /> team to identify a preferred solution,the preferred solution and associated impacts and potential <br /> detour routes. Outreach will include stakeholder outreach and an online open house. <br /> 10.1 Community outreach plan <br /> Consultant will develop a community outreach plan that defines the City's process for working <br /> with and engaging key stakeholders and the broader community in the technical options, <br /> potential impacts and tradeoffs, as well as the preferred solution, for the Edgewater Creek Bridge <br /> Replacement project. The plan will include community engagement goals,affected stakeholders <br /> and organizations,preliminary key messages, and an engagement timeline. Consultant will also <br /> utilize the demographic research completed by the environmental team(see Work Element 4)to <br /> inform strategies for engaging historically underrepresented and limited-English speaking <br /> populations. Information learned during Phase 1 stakeholder interviews will inform the <br /> development and/or revision of the community outreach plan. <br /> 10.2 Stakeholder interviews, briefings and phone calls <br /> Consultant will support City staff to schedule, develop questions and materials for,conduct, and <br /> document in-person stakeholder interviews(Phase 1), in-person and/or phone briefings (Phase 2) <br /> and follow-up phone briefings (Phase 3).
